This article presents an analytical review of foundational theories and contemporary empirical research on the formation of moral culture of university students. Drawing on classical frameworks of moral development and integrating recent empirical findings and conceptual advances, the review identifies the primary theoretical directions, pedagogical approaches, and institutional factors shaping moral culture. The analysis highlights persistent challenges, including conceptual fragmentation, measurement limitations, and the gap between institutional policy and student experience. The review concludes with recommendations for future research focused on interdisciplinary integration and holistic, institution-wide strategies for cultivating moral culture in universities
